HELP DEFINE THE FUTURE OF THE
CAPITOL LAKE – DESCHUTES ESTUARY
Long-term management strategies and actions are needed to address issues in the Capitol Lake – Deschutes Estuary project area.
The Draft Environmental Impact Statement (EIS) for the Capitol Lake – Deschutes Estuary Long-Term Management Project is now available. It evaluates potential changes to the environment that would result from long-term management of the waterbody as a Managed Lake, Estuary, or Hybrid. It also includes a No Action Alternative, as required by the State Environmental Policy Act (SEPA).
The Draft EIS is available for public comment (June 30 – August 29, 2021). Comments on the Draft EIS will be accepted through an online comment form, via email or mail, or at an online public hearing.
An EIS supports informed decision making. The Draft EIS provides a description of the long-term management alternatives and an impartial discussion of significant environmental impacts and benefits, as well as mitigation measures that would avoid or minimize adverse impacts or enhance environmental quality. Neither short-term actions (e.g., dredging) nor a long-term management alternative (Managed Lake, Estuary, or Hybrid) can be implemented without an EIS.

A variety of activities are planned to share information about the Draft EIS. Here are some ways you can learn more:
- Visit the online open house for a high-level summary of the contents of the Draft EIS, details on how to provide comments, and public activites designed to facilate public review and comment on the Draft EIS. The online open house will be avilable throughout the comment period – visit anytime.
- Visit the Heritage Park Trail Loop Self-Guided Open House to view Draft EIS related information at 11 kiosks along the trail.
